失業率下降到30年最低

最近報紙上報導加拿大的失業率已經降低到30年來最低的水準，6.4%, 這的確是很多移民者的好消息，新的就業機會來自能源產業，營造，食品，還有旅遊業。

Canada's unemployment rate unexpectedly fell to 6.4 per cent, its lowest in more than 30 years, as the economy added 30,600 jobs in November, Statistics Canada said Friday.

New construction jobs in Ontario and British Columbia spurred gains, along with positions in food services and the hospitality industry. Economists polled by Bloomberg had forecast an unchanged 6.6-per-cent unemployment rate, with 20,000 jobs added.

Over the past year, the economy has created 250,000 new jobs, an increase of 1.6 per cent. The strong figures add to the likelihood the Bank of Canada will raise its key overnight lending rate on Tuesday as wage inflation accelerates, economists said.

Average hourly wages jumped 3.9 per cent in November from a year ago, well above the 2.6-per-cent year-over-year increase in October's consumer price index. The booming economy of Alberta, which has experienced severe labour shortages this year, saw the largest rise in hourly wages with an increase of 6.7 per cent from a year ago.

Ms. Cooper expects the Bank of Canada to continue raising rates in the new year, bringing the overnight rate to 4 per cent by spring. It currently stands at 3 per cent.

Today's report showed all of the year-over-year increase in employment came from full time positions, while the total actual hours worked in the economy climbed 2 per cent over the past year.

Among industries, construction led gains, adding 24,100 jobs in the month, mostly in Ontario and British Columbia.

Accommodation and food services created 23,200 positions, primarily in full-service restaurants. Despite November's gains, employment growth in the industry has risen just 1 per cent this year.

Jobs were also added in educational services.

Employment dropped the most in the natural resources sector, while the finance, insurance, real estate and leasing industry also registered a drop in November.

The Canadian dollar strengthened to 86 cents after the report from yesterday's close of 85.86 cents.

為什麼要移民加拿大？例如一個家庭，兩個孩子還在唸小學，男主人放棄台灣的高薪工作，全家移民到加拿大，面對完全不可知的未來，到底是為什麼？台灣有那麼不好嗎？

我們家的情況是：

第一，為了更好的生活環境，加拿大可能是世界上最適合人居住的國家

第二，為了給孩子更好的教育，學習英語，培養國際觀，脫離台灣填鴨式的教育，與多元化入學的全面科舉制度

第三，增加生活體驗，離開已經熟識的台灣

我們在將近兩年前提出技術移民申請，現在獲得移民簽證，需要在十月前報到，面對未來，希望能多了解如何能成為一個稱職的加拿大移民，想請有經驗的人分享經驗，談談：

1. 如何協助孩子適應加拿大的教育？

2. 英文不好的成人如何在加拿大學習英文？

3. 如何學習加拿大式的生活，讓自己能儘快融入那個社會？

4. 台灣人如何在加拿大就業，或發展自己的事業？

這題目很大，很籠統，但是希望能拋磚引玉，讓我們能分享彼此的經驗

I'm a beneficiary of this.  I did not do well with the "memorize" style in Taiwan...but loved and did well in the "teach the kids on how to think" style here.

Learning the language (English and/or French) will not be difficult for children.
But what is important is for them (and yourselves) to be surrounded with not just Taiwanese/Chinese people and way-of-living, but all the other people/cultures that
co-exist here (e.g., Toronto, one of the most multi-cultural city) Especially when you first move to Canada and can't speak English very well and haven't able to grasp the Canadian way-of-living yet.

When I first immigrated here with my family, there wasn't any Taiwanese in my neighbourhood and school.  And because I couldn't speak Cantonese, I wasn't able to mix into the HK crowd.  Therefore I was *forced* to mix in and make friends with CBC (Canadian Born Chinese), Canadians and other races of new Canadians/immigrants.
That made me learn English and the cultures much quicker and better.

In the last few years, I have had the opportunity to re-expose myself to the Taiwanese/Chinese way-of-living because of the growth of Taiwanese immigrants here.
I truly appreciate and enjoy being fluent in both...

One more note, and this is my theory based on what I've observed: because of the massive # of other Chinese immigrants here, many of them were able to stick to their own folks friends, way-of-living).  But that also means many of them weren't able to or tried to mix-in with the rest of the city and people.  And to me, that is a shame and a waste...I have some friends of mine these days who are learning many *Canadian* things from me...such as slang or hockey or other cultures and the likes...and some of them have been living here even longer than I have.  I agree that you have to maintainyour own root/culture, but learning about what else is around you is just as important, because I believe learning and understanding others around you helps foster and harmonize your relationships and life in general.

There are many (free) ESL classes offered by the city, or even some by the Taiwanese association.  My parents both utilized the ESL classes when we first came, to not only learn English, but also to meet non-Chinese friends and learn their cultures.  Watching TV, talking to others and so on also helps.  (What I thought helped myself in my early years here, was that I would be watching TV such as news or other shows, and mimic their mannerism, slang, etc.)

Having Canadian education (degree or diploma) definiately helps getting jobs. 移民前操勞的一些事

另外想請教你，小學是否都是英文法語雙語教學？如果是，真是太好了。如果不是，我如何幫孩子爭取這樣的環境？我很希望能讓她們多接觸不同的文化，我大女兒還夢想去巴黎學舞蹈。


接下來我準備以這些社區為目標，開始從網路上尋找符合我們預算的出租公寓，我們是用年收入55,000CND 的中等 (Is this correct?) 家庭生活水準去估計，假設每個月生活費用4000CND，房租支出不超過三成預算，估算其房租支出每個月1300CND，不知道這個預算能否支應名單上的任何社區？ 我想找個leasing agent 幫我們找，然後支付他服務費，網路上不知道是否找得到這種服務，我在yahoo找不出個所以然來，一方面也是因為我使用撥街上網(dial up)的關係。(註：後來到多倫多之後，我們租到一間Townhouse Apartment，兩房，一個月1340)


對於移民最關心的工作問題，從網路上我們已經知道情況很壞，因此不會有不實際的奢望，我打算先找low paid or even no-paid volunteer job，先讓自己多接觸社會，例如無底薪業務員這類工作，然後再應徵符合自己專長的工作。我們最壞的打算就是用上面的預算生活個三年。如果還是不能自給自足，再考慮撤退回台灣。我們家是用技術移申請，也沒有額外的損失。

移民加拿大的第一印象

我們從台灣移民加拿大，是2002年六月13號從台灣出發，貪圖國泰的機票便宜，在香港轉機，又飛回台北上空，最後在加拿大西岸的溫哥華入境，移民關報到的時候真的很驚訝，報到的隊伍很長，當時心中想，一年約四萬人的新移民，每天大約也有百來人，四個窗口，可能都是集中在早上到達，隊伍真的排的長長的，大部分都是亞洲人，中國人最多，我們很快辦完報到手續，沒有什麼囉唆的，很快就到預定的租車區，開上Winstar休旅車，開始我們的移民生活的第一段，加拿大西岸旅遊，其中有搭渡輪去溫哥華島，也拜訪落磯山的著名國家公園，與西部平原區的兩個大城，全家人像吉普塞人到處住旅館，吃餐廳，自己定行程，找路，到處玩，一切都很隨性，經過這段快樂時光，希望即使移民生活如傳說般的苦悶，我們也能心甘情願。

 一直玩到25日，我們才到多倫多，在這裡我們幾乎是舉目無親，也是自己開著租來的車子，帶著行李去旅館，當時從機場到市區，經過多倫多西邊的工業區，其中夾雜著衰敗的地區，高速公路上坑坑洞洞，完全不像西岸都市的美麗潔淨，加上在隔夜班機上睡的很差，全家都呼呼大睡，我在駕駛座上也是哈欠連連，到了旅館，真是帶著陳重的心情，倒在床上就睡，多倫多第一階段適應期就這樣開始的零零落落，接下來要面對我們的事情很多，像申辦社會保險，醫療保險，駕照，找住宅，買車，幫孩子註冊學校，上英文課，安頓家居等等工作，全部都要靠自己，沒有什麼人可以幫忙。


但是我們很幸運的在一個星期內就找到住所，位在不錯的社區 at Bayview and Sheppard，價錢公道，聽說現在是多倫多人買房子的瘋狂時期，因為租金支出已經足夠支付貸款利息，加上預期美加經濟復甦，很多人就轉租為買，我們才有機會租到這個社區，否則聽說以前三年沒有空房。因為購物中心也在對面，YMCA，中小學，圖書館，書店，游泳池，銀行，郵局都在附近，年底會通車的捷運就在步行範圍內，生活方便性很好，我們目前沒有車子也過了將近一個星期。


多倫多是加拿大的第一大城，以我1990左右在美國東岸的經驗，這裡的犯罪率不像美國的大都市，也比較整潔，最重要的是加拿大人比美國人對移民友善，尤其是多倫多，因為人口超過一半是移民。 對多倫多的第一印象真是太好了。

移民者來到加拿大真是一切都必須要靠自己，雖然跌跌撞撞，但是可以增長自己的生活能力，我可以分享下面這些資訊：



1.      關於在多倫多生活，與移民者的適應問題，這幾個網站很有參考價值：

2.      如果英文能力沒有把握，有一些中文的協助機構，不過多為大陸人設立的，例如

3.      關於從台灣移民出來需要注意的立即事情，我們有親身的經驗

甲、 除非是已經有的高級傢俱，可以出售的儘量出售，多倫多的Ikea 價格很好，跟台灣相當。

乙、 搬家要找合約訂定清楚，而且提供清楚保險合約者，如果是並匱，運送途中容易損毀(常發生)，會很難處理賠償。

丙、 找房子很麻煩，他要有心理準備，別人沒辦法幫忙，不像台灣，在這裡申請都需要本人，而且好房子非常搶手，他們最好能確定先有一個臨時住所，然後預計一個月到兩個月之間找到理想的住所。否則，最好是男主人先來找房子，之後再把全家移過來。(2005冬天更正:現在空屋多了，租房容易多了，但是好房子要求有工作者才能遷入)


4.      找工作方面要有心理準備，幾乎是比當初大學剛畢業開始找工作還糟，因為新移民的英文能力與對該社會的了解都太少，適合的工作都是屬於勞力層次的，很多新移民頭幾年只能從事此類工作，到頭來還是社會邊緣人，進入主流的日子遙遙無期，要有計畫與好的策略，比較有成功的機會。

技術移民

通常到加拿大移民的台灣人，尤其是最近五年，大都是技術移民，屬於英文能力好，有高學歷，因此很多都是自己申請移民，完全不假移民公司，省下大約是15萬的代辦費用，另外，如果你對於申請手續沒有把握，通常也表示對英文的自信不足，這種困難會讓你很難適應加拿大，最好在移民之前能完全克服。

過去的台灣移民大都屬於投資移民，雖然有高淨資產，不需要在加拿大工作，但是往往英文能力不佳，無法突破華人的生活圈，常常覺得與社會脫節，生活落寞，但是如果是退休族，或是你的英文能力很好，那你可以很享受加拿大自然健康的生活，與多種族文化。

目前加拿大移民法已經修改，
http://cicnet.ci.gc.ca/english/immigrate/index.html 對於技術移民的要求提高，如果沒有碩士以上學歷，與在美加地區接受教育的經驗，通常你會需要先取得加拿大雇主願意考慮提供你工作的信函，才能通過目前的評分門檻80分，嚴格來說，這類人在台灣已經有很好的生活，到加拿大通常會收入驟減，要三年之後才能回復，最好預先準備。

移民之前要注意的事情是學好英文，讓自己可以聽的懂CNN，能讀英文報紙，然後多花時間上網看加拿大的新聞，了解那裡的經濟社會結構，先構想好如果到加拿大會失業一年，然後在接下來的兩年只能領到目前的半薪，你要如何生活，這樣你會有比較實際的期望，不會到時候有絕望的感覺。
